The Steering Committee
The Steering Committee shall represent the Research Forum on Public Safety and Security outwards, i.e. in public, politics, economy and the administration as well as to consumers. The Steering Committee shall support the Research Forum strategically, link it to the political level and enhance the cooperation with the unincorporated association Forum on the Future of Public Safety and Security (Zukunftsforum Öffentliche Sicherheit e.V.).
Tasks of the Steering Committee:
• The members of the Steering Committee appoint scientists from the fields disaster control, civil protection, civil defense, self-help ability and resilience of the population, terrorism, organized crime, governance, environment, climate, food, alimentation, biology, pandemic, health, critical infrastructures, IT, communication and ethics to the scientific advisory council of the research forum. The steering committee can draw on this scientific advisory board for support in the identification of research topics.
• The Steering Committee identifies topics on public safety and security that are accounted as in deficit, in need of improvement or research by politics, science, economy, administration and end-users. The platform Zukunftsforum Öffentliche Sicherheit e.V. shall mainly be used for this.
• In reconcilement with the Scientific Advisory Council the Steering Committee recommends the Research Forum a scientific engagement on the identified topic.
• The Steering Committee supports the Research Forum in developing new research projects and ideas as well as in the realization e.g. by applications within the scope of research promotion.
To the Steering Committee belong:
• One representative of each parliamentary group of the Deutsche Bundestag that also is a member of the Interior Committee. Each parliamentary group appoints one person. This guarantees a vide political support of the Research Forum, that exceeds individual interests.
Since the Steering Committee officially started its work on 17.12.2009 these are:
- MP Clemens Binninger, CDU/CSU parliamentary group
- MP Gerold Reichenbach, SPD parliamentary group
- MP Hartfrid Wolff, FDP parliamentary group
- MP Frank Tempel, Die Linke parliamentary group
- MP Dr. Konstantin von Notz, Bündnis 90/Die Grünen parliamentary group
• One representative of the Federal Ministry of the Interior and one of the Federal Ministry of Education and Research:
- Norbert Seitz, Ministry of the Interior
- Prof. Dr. Wolf-Dieter Lukas, Ministry of Education and Research
• Prof. Dr.-Ing. Jochen Schiller, project director of the Research Forum on Public Safety and Security
• Two representatives of the directorate of the Forum on the Future of Public Safety and Security:
- Prof. Dr.-Ing. Hermann J. Thomann, Chairman of the directorate
- Axel Dechamps, Vice Chairman of the directorate
The Steering Committee meets biannual subsequent to the workshops of the Research Forum on Public Safety and Security. Those dates are set in accordance with the session weeks of the German Parliament and are generally combined with a meeting of the scientific advisory board.
